Could always electrify Hope Valley in that case.... store Woodhead away for "Maybe if those insane estimates come true", I do think its probably folly to do anything too irreversible to the route though.
EDIT:
54km on Hope Valley Line (Hazel Grove-Sheffield), so 108 track kilometres and about ~£50 million and perhaps some for resignalling
153km on Midland Main Line (Bedford-Dore) so 306-612 track kilometres and £150-300 million
So we will say about £250 million for infrastructure.
Same stock order so about ~£300 million.
So £550 million to £700 million.
