The contraction has been the unseemly race by the government to eliminate coal fired power stations.
That race is now virtually over. Most other traffics are increasing, so from now on the only way is up! (sounds like a song title).
We've got the largest construction project this country's ever seen just about to kick off to help that growth too I guess...
More effort needs to be done to get stuff off the roads though.
Regarding GBRf/60s etc., they're now owned/backed by a venture capitalist firm looking to invest strategically in pan-European rail, so suspect their outlook is somewhat more longer term than (say) DB's and they're looking at all this potential growth - and troubles of their competitors - and are willing to invest now for benefits a little further down the line.
