With a structure such as this, I wonder if there is a case for 'de-listing' to make it easier to save what is left. If the alternative is letting structure fall into disrepair and eventually demolished, I could see the sense. I think most people who care about the staithes would rather have something inauthentic such as barbed gates to keep out the unwanted element, or non-flammable coatings, rather than something 100% authentic that gets burnt down again, perhaps with even bigger consequences.
