SCOTLAND’S flagship rail project faces being delayed by up to three years because of major engineering and construction obstacles to its scheduled completion in 2016.

The £650 million electrification of the main Edinburgh-Glasgow line to provide faster journeys and more seats may not be finished until 2019, according to industry sources.

Key hurdles that have now emerged include the need to close part of the route for up to three months for work on a tunnel and for a deal to demolish part of a hotel so platforms at Queen Street station in Glasgow can be extended to take longer trains.

Experts believe the range and complexity of these issues, which involve a large number of public and private sector organisations, are likely to delay the electrification scheme – known as the Edinburgh Glasgow Improvement Programme (Egip).

An industry source said: “Detailed designs are not likely to be completed until next year, then the negotiation and acquisition process is likely to go on until the end of 2015. If that happens, there is no way the longer platforms can be completed by 2016.”

Transport Scotland, which is in charge of the project, insists it will be finished on time, but admitted its “delivery programme” is not expected to be agreed until later this year. Detailed information about the scheme, on which more than £70m has already been spent, has now been removed from the project website.

This is despite transport minister Keith Brown telling Labour last August, a month after announcing that the project was being scaled down from its original £1 billion budget to save money: “Details of the changes in the Egip implementation plan will be available soon.”

Brown has said the project would be the catalyst for hundreds of new jobs and “provide a major boost to the wealth of Scotland and to its long-term economic sustainability”. However, it is now seven years since the original scheme was announced.

Last July, Brown announced that initial plans to increase the frequency of trains from four to six an hour had been scrapped in favour of extending existing services from six to eight carriages. The truncated scheme would also bring down the current 50-minute journey time between Scotland’s two largest cities by only six to eight minutes rather than the previously planned 13 minutes.

One consequence is that, at Queen Street station, platforms must be extended south towards George Square to accommodate the longer trains because of the tunnel at its north end.

However, this means agreement will have to be reached with the Millennium Hotel for the demolition of its west wing, built across the station frontage. Transport Scotland said it would have to be compulsorily purchased if no deal was reached.

A previously-planned redevelopment of the station, dovetailing with expansion of the adjacent Buchanan Galleries shopping centre, is also having to be reworked.

The shopping centre said the scheme, which would involve direct links to shops from a new mezzanine level of the station, is not due to be finished until 2017.

Crucially, the electrification of adjacent lines, which are used to divert trains during disruption, has also been postponed, with Network Rail saying it hopes to complete them by 2019. These include stretches between Cumbernauld and Falkirk Grahamston, Dunblane and Polmont, and a loop via Dalmeny, saving £100m.

A new curve, or “chord” on the loop, has also been shelved, that would have enabled trains to run in and out of Edinburgh without having to reverse at Dalmeny.

However, postponing the Dalmeny work is expected to cause major disruption to passengers because the flood-prone Winchburgh tunnel in West Lothian will have to close for up to 12 weeks.

This is because significant drainage work is required as part of lowering the track level to accommodate overhead wires.

Although Edinburgh-Glasgow passengers will be able to use another line via Bathgate instead, those travelling between Linlithgow, Falkirk, Stirling, Dunblane and the capital will be left without a service.

It is expected the Dalmeny loop could only feasibly be used as an alternative route at weekends because of the time taken for drivers to switch from one end of their train to the other at Dalmeny.

The potential delays brought a strong response last night from politicians and rail campaigners. Richard Baker, Labour’s infrastructure and capital investment spokesman, said: “This is a key project for the Scottish economy and the SNP government’s handling has been shambolic from the start.

“Having slashed funding for this project by a third, it has now taken nearly a year to uncover a number of serious problems and we could be waiting until 2019 before this is completed.

“Transport minister Keith Brown has to bring some real focus to this project or its economic impact will be lost.”

Liberal Democrat transport spokesman and former transport minister Tavish Scott said: “Ministers cut back the plans last summer. It’s clear they had no idea of the impact of their changes and downgrades. At the time they said it was ‘full steam ahead’. That now looks like a hollow boast.”

Colin Howden, director of transport campaign group Transform Scotland said: “This is Scotland’s flagship rail investment project so it would be deeply disappointing if it was to be significantly delayed.

“It is imperative the government ensures electrification of the main line between our two main cities be undertaken as soon as possible.”

Transport Scotland said the revised Egip scheme “will enable a more affordable and achievable implementation plan which will still deliver the programme’s aims and ensure the best value for the public purse”.

Its spokeswoman said: “Any suggestion that the Edinburgh Glasgow Improvement Programme is delayed by three years is nonsense. In fact, Transport Scotland is working closely with Network Rail and the ORR to agree a delivery programme for EGIP as part of the £3bn plus programme of rail investment set out by the Scottish Ministers last year in their High level Output Specification.

“The first phase of the scheme will see electrified services introduced on the Cumbernauld line in time for the Commonwealth Games in 2014 and EGIP electrified services will be introduced into the December 2016 timetable.

“Decisions regarding the timing and specification of future phases will take account of our recently announced proposals to take forward planning for a High Speed Rail link between Edinburgh and Glasgow, a link that will bring knock-on benefits for the rest of the rail network in the central belt.

“It is only right and proper that we fully consider this along with wider capacity and demand requirements of our rail network. We are working closely with Network Rail and Buchanan Galleries to agree a delivery programme for the EGIP improvements at Glasgow Queen Street. We have also asked Network Rail to develop a track Access Strategy for EGIP that minimises disruption for the travelling public.

The spokeswoman said other parts of the original Egip scheme, including the Dalmeny chord “could all be delivered later”.

However, they would depend on plans for the separate high-speed line between Edinburgh and Glasgow, which ministers want to open in 2024.

A Network Rail spokesman said: “We are currently working closely with Transport Scotland to plan the delivery of the Egip programme.”

A lot was promised in 2007 and there has been continual back-tracking.

Cutting out the Dalmeny Chord is going to make the situation worse during the period of diversions.

Citylink must be rubbing their hands with glee.

indeed they must and it may be the catolist for change on there somewhat Neglected 909 service.
Watch out for a rush order of high spek astro meggas for the 900 and the existing panthers moving to Stirling runs and very likely a new stopper serving the intermediate points e.g Falkirk, Linlithgow etc. Yes journey time will be longer but the regulars will pay £££s less for a citylink season than a Scotrail one involving bustitution anyway!

Be a chance for First Bus to cash in too but doubt they can be bothered. the Millenium hotel revolation intreegs me as this must surely have been known about? Ages ago?
Il be honest, for Glasgow I use the A to B fasts these days anyway as although the journey is longer its not as delay prone and the phone signal for working is much better!

What do we expect from a government that repeatedly assured us the Borders rail project would be on time and on budget and that there was plenty of interest from private sector investors?

The annoying thing is that all of the "obstacles" were known about when the initial announcement was made - now we've seen all of those ambitions scaled back (Dunblane and Alloa to be done this decade? "Southside" infills completed?) - nothing should have changed, other than £££

Whilst the Paisley Canal and Cumbernauld electrifications are welcome, things are looking a lot more modest overall though

I'm not sure I'd agree with that TS have had some notable successes (A->B Line is just one example). This all smells like a case of a premature politically inspired announcement being made (probably against the advice of project managers and engineers) only to have to be subsequently retracted when managers and politicians discover that not following the advice of their professionals cannot cause them to make the impossible wishes of politicians relaity.

The problem with EGIP, like the trams and parliament building, is that they are flagship projects with national (and even international) interest which means that they attract a level of political interest (and interference) that the lower profile projects are not affected by to the same extent.

In my experience if you want a major infrastructure project to succeed you let the project managers and engineers get on with their jobs, but sadly politicians refuse to learn this lesson.

The problems are very well described, but unless I have missed something there is nothing stopping the Edinburgh-Falkirk-Glasgow electrification being completed in 2016 on schedule.
It will just mean the platforms at Queen St will still be 6-car until they can sort out the construction issues at the city end.
A 3-month closure of Winchburgh tunnel is a bit of a bummer, but isn't the end of the world with two alternative electrified routes available to Glasgow.
I suppose it might impact the new fleet procurement, being unable to deploy 2x4-car EMUs, but they will have to jiggle the fleet a bit and put the 3-car 380s on the E&G.

how many coaches can GLQs platforms currently take?
If they go with 8 car EMUs which I believe has been talked of could they fit in and not foul any signals and use SDO?
Could just 1 platform (maybe 11 be done by removing walls and buildings within the station?

TBH Winchburgh Was going to have to happen anyway sometime, its waterlogging issues get stedilly worse!

My Quail map shows the Queen St platform lengths (20m) as follows:
P1 - 4
P2/5/6 - 8
P3/4 - 6
P7 - 9

So at face value they could run 8-car trains now (though not with 23m stock).

This will almost certainly be a huge setback to any plans to electrify the network northwards to the likes of Aberdeen and Inverness. If indeed EGIP ends up as another Edinburgh trams type farce in time and budget terms, I wil go as far as to say that there will be no electrification at all north of the Central Belt. The only bigger disgrace than this is the fact that Scotland's two biggest cities should have had this connection many years ago.

And the sets that didn't arrive because of delays in delivery of the new units that were due to replace them on their previous route.

It did open on schedule but nothing like the four trains an hour for some months.

I don't really think you can blame Transport Scotland. I would look to their political overlords.

Transport Scotland had no part in the problems for the Edinburgh Tram project. They wanted to get involved but were banned by Alex Salmond from doing anything but sanction the payments.

The EGIP project had to be scaled back because priority was given to the so called Forth Replacement Bridge. This appears to be coming in at less than half the £4 billions originally quoted yet EGIP still seems to be in trouble.

It was always going to be problematical to electrify given the tunnels in the Falkirk area. Maybe it was the wrong line to chose?

It appears the hotel problem was caused by the train lengthening required to avoid the increase in service frequency that was originally mooted.....

How much does this cost cutting option save now overall once this hotel mess is accounted for?

8 car trains are probably more sensible than trying to cram 6tph onto the line. Though rebuilding Queen Street is going to be non-trivial. Other than that they seem to have taken out all the diversionary routes to save money and put back the Stirling extension. Could they run 8/12 car electric trains on A-B during disruption with the back restricted to Edinburgh only, if not then run them out of Central via Carstairs.

It's probably just a case of pushing back spending (as there isn't money in the 2014/15/16 budget to pay for it) though I'm now wondering what things planned for 2019 will fall off the end. Transport Scotland are spending a lot of money on the A9 between 2015 and 2025, maybe that's where it's ended up.

However, what is interesting is this comment from the FAQ Section:
"EGIP will now be delivered in a number of Phases. The Initial Phase, which is scheduled for completion by December 2016, will deliver electrification of the main Edinburgh to Glasgow via Falkirk High (E&G) route. End to end journey times of E&G services will be progressively reduced over the 2016 to 2018 period as the full fleet of electric trains are delivered and further infrastructure enhancements are delivered."

Based on the above would it be reasonable to surmise that:-
1. We won't get the fastest journey time until 2018?
2. DMUs will continue to operate from 2016-2018 alongside new EMUs?
3. Platform lengthening at Queen Street won't be finished until 2018?

As of today all construction work at Haymarket Station has stopped due to a major problem with the new steel structure. The whole EGIP is not looking good at all....

How will a problem with the reconstruction of Haymarket result in a problem with the whole EGIP project?

Aren't all the lines through Haymarket electrified already?

much as I welcome the re development of the station it just seams to me that here we have another costly project that seams badly planned. I mean, why spend money on lifts if a new bridge prisumably requiring more new lifts to replace current ones is going in?

Did the installation of the current lifts more or less meet the original planned completion date for the trams?

It's disgraceful that it took so long in the first place. The Western/Lothian Road area has been heavily redeveloped over the last 20 years with 1000s of people disembarking at Haymarket every day for work.

Indeed, I know a few people who are well acquainted with the timetable who will jump on the first Eastbound service at Haymarket in order to be sure they manage to get a seat on a Westbound service to Glasgow/Stirling.

They also have the Edinburgh - Glasgow HSR line to build by 2024, a lot of the budget will be going on that.

Most of the A9 spend is from 2020-2025. The bulk of the 2014/15/16 budget is going to new Forth Crossing, EGIP, Borders Rail, M8 M73 M74 Improvements and Aberdeen Western Bypass. To be fair, the latter two are both badly needed and long overdue.
