I disagree with the last part of your reply, traffic remarks usually form the basis of TOC/FOC amended timetable planning, particularly for major possessions on this scale. They’re also a contractual record of what has been agreed. If processes have deteriorated so that this is no longer reliably the case, then I would be extremely concerned.

A block of this size would have had a seperate piece of timetabling work done on it. Not a chance would this have been submitted as a normal STP bid with NR then offering back in normal timescales, its too big. The traffic remarks would not be the be all and end all.

One thing which did surprise me was that the trains are routed via the goods lines round the back of Acton Main Line station, passing over the diveunder used by eastbound Elizabeth Line trains, and only join the down fast at Acton West Junction. A bit of extra rare track I wasn't expecting.

It's the only available route; this the last available connection from the Main lines and the only other route is Acton East to Poplar lines (only accessible from Relief lines) is under possession.

It appears to have been just the same arrangements as a few weekends ago when South Wales services were also operated to Euston, going round the back of Acton, and local Liz trains terminated at Ealing and reversed on the Up Relief just beyond. I thought the possession for Old Oak was the same as well, so not clear why this time there was trouble - but if the actual possession was extended but aspects of the operation just cut/paste from previously, there may be the problem.
