But you haven't explained why you think they are buying more petrol overall, just that they fill up more often. All they have done is brought their usual petrol buying forward.

Let me see if I can explain again. People rush out to fill up their tanks. They then use their car just as much as they usually would. They then have to fill up again. Therefore, they have bought more petrol. Particularly if, as explained a moment previously, there are then fresh rumours of Strikes, so they rush out and buy more petrol than they would usually have done all over again. Your canned food analogy would only apply if people, in the interim between Panics, stopped using their Cars, so they could use the Petrol they'd hoarded previously. Do you think they'd be likely to do this? If they thought that they didn't actually need to use their Cars as much, why would they panic about stocking up in the first place? The reason, surely, that they do rush out & Panic is that "I can't do without my Car".
