Just reading the Ebbw Vale reopening - Whats the difference in track and infrastructure between freight and passenger? Why the need to rebuild the track?
AWS is usually not installed on goods lines. Passenger trains arent permitted on goods lines unless permission is granted by the signalling supervisor, and even then must not exceed 20mph.
For more information regarding this, I suggest you look at the 'Tracks' page on the Ebbw Valley Railway website here. It's mostly things such as old track which means slow speeds and uneven rides.
As mentioned, the safety and quality standards of a Goods line are alot lower than a passenger line. You can have things like facing points that aren't interlocked by the signalling {Facing Point Lock}
