We have a booking for Paris - Stuttgart on the 1355 on Monday, looking more and more likely this won't run, and eurostar are unable to reroute us via Brussels, is there another route or bus/car hire etc from Paris that is looking more reliable as it stands?

I assume from your reference to Brussels you are travelling from London that day?
If so, Sparpreis London fares are at least theoretically bookable on the DB site at EUR129.90 upwards. I say theoretically, because that includes the 1258 ex STP which is cancelled according to ES!
Flixbus appears to be running Paris-Stuttgart, but at £60-odd you might think there are better options...
