Forest Hill to Southall on Oyster/Contactless

While checking fares to Southall from Forest Hill, there's no cross mode charge if travelling via TfL (Overground/LUL) services from the south to Paddington, then on GWR using the mainline station, while if I change at Victoria, London Bridge, Waterloo, Cannon St or Charing Cross NR the charge is there.

That's right. GWR charge TfL-LU fares as do LO.

When did it change from Paddington to Ealing Broadway only to the whole of GWR within the travelcard zones? I'm assuming this is a pre-Elizabeth line reason?

Since FGW adopted PAYG fares for their services within the TfL fare zones. They were one of the "early adopters" and, for whatever reason, used the TfL PAYG farescale. One of those lucky flukes given there was no historical LU interavailability (except Padd - Westbourne Park when BR had platforms there) unlike, for example, C2C which has been interavailable with LU on Upminster to Fenchurch St for eons.
