The TV companies who bankroll the competitions will see to that. And I bet some legal eagles are just waiting to screw UEFA on restraint of trade should they try it
I am sorry to say that if such an exterior body as you state who "bankroll the competitions" have this amount of power, then it would seem to be them and not UEFA who could be seen to deciding what matters of stricture for non-compliance are to be obeyed.
With the matter of restraint of trade, should UEFA decide to punish any club, then what would occur if any club were to be excluded by UEFA from any European club competitions. It is not a "right" as such to play in these competitions if you examine the original basis used. Some people lose sight of the fact that many of the large wealthy football clubs these days are businesses that are listed on various stock exchanges and if they are found to be in breach of the conditions imposed upon the members of the said stock exchanges, would you say that the legal bodies who act for these football clubs would willingly make a legal challenge to any stricture so imposed by a stock exchange if it was seen that this had been imposed as punishment for misfeasance ?
After the 2008 global banking Armageddon, did you take heed of what occurred world-wide. Did not a certain American extremely large financial institution, Lehman Brothers Holdings Inc. claim that it was "too big to fail" and used this statement in its post-crash dealings with the American government and then were told by their government that they were indeed being allowed to fail.
As you have brought up the matter of the TV companies who "bankroll these competitions", it does indeed seem that certain financial inducements have seen the competitions lose sight of their original raison d'etre to such a degree that as matters have seen as many as four teams from certain countries appearing in the so-called "Champions League" which makes a mockery of such a league.
