Hi!

Is it possible to buy a Freedom of Devon and Cornwall 8-in-15 rover and extend it up to my local station, Salisbury?

No, you can't excess Rover tickets. You'll either have to buy a single/return ticket from Salisbury to the boundary station which you'll be passing through (either Axminster or Tiverton Parkway depending on which way you're going). Note that the train doesn't have to stop at the station however. You can buy both the ticket and the Rover at Salisbury.

Alternatively, if it works out better value for money, buy a Freedom of the South West, which covers all of the Devon/Cornwall Rover, and also covers Salisbury (covering the Freedom of Severn/Solent area too).
