Flow with no off peak single

Is it relatively common to have no off peak single between two stations?

It is cheaper to get an off peak return than the only single available (which is an anytime) and wondered if this was unusual/any reason for it. Hard to explain, which gate staff must do all the time.

Thanks. If GWR are watching, it's Hungerford-Newbury (Anytime Single 6.20 : Off Peak Return 5.60)

If there was an Off Peak Single it would probably be £5.50, so it wouldn't save much anyway.

There are even some instances of the off peak single being more expensive than the off peak return!
