Flickr images of buses

I've just realised that a picture the Knutsford Guardian used of the Macclesfield-Knutsford bus is one that acquired from Flickr.

Is it now common place for local media to ask Flickr users for permission to use their images over sending out a photographer to take a photo?

Often they don't ask or credit properly. The BBC will credit the author while the Daily Mail just uses (c)Flickr/Youtube/Wikipedia (and usually doesn't ask either)

Whilst I'm not a big fan of their newspaper, I've been asked by the Daily Mail before for the right to use a picture (I was out, and by the time I was home it would have been too late for them to use the picture for the relevant story).

Similarly the BBC did ask (and give credit when it was used).

Of course, if a Creative Commons licence has been given to a photograph on Flickr (or one of the other media sites that support it), and it's not marked 'NC', then a newspaper/magazine/website can use the image without asking (provided the CC licence terms are adhered to, such as crediting the photographer) - the Wired UK website use CC images from Flickr loads (as do I for various different projects).
