You'll never get the balance perfectly right. FCC has its evening peak and the first train afterwards can be extremely busy.

You could perhaps end the evening peak a bit earlier, but then you risk having overcrowded trains that peak time ticket holders won't be able to get on.

On the plus side, the evening peak for FCC does at least not apply to a number of stations at the southern end of the route.

Fridays may be quieter but you'd have to be sure a lot of people weren't going to get the train on Fridays before you changed allocations or timetables. For example, if a particular commuter service is 8 cars and busy, a lot of those passengers would have to disappear before the TOC would consider making it a 4 car service and redeploying the unit elsewhere.

In London & SE I think the end result will be that the first off-peak fares on weekdays will get more expensive (and there'll be wierd situations where oyster doesn't have that shoulder peak) and Sunday tickets get cheaper because it's cheap, easy and free to park in London on a Sunday.
