I booked three off tickets this morning around 10am, all off-peak returns for smartcard delivery. Two for today and one for Wednesday. I have only just been able to load them to the card using the National Rail Smartcard Manager. It's too late for the two for today, but fine for the Wednesday ticket.
A 5 hour delay in being able to load tickets seems very unusual, is there some sort of system outage?
