Just an observation really…
After I read about the above incident, I looked on OpenTrainTimes, and counted 23 trains in three different queues - Up Fast, Up Slow, and Up Hertford - at a stand with the front train only 30 or so minutes late. Just gives an idea of how full the southern end of the ECML is.

According to the Timetable Planning Rules, trains can be 3 minutes apart on all lines in the area. 23 trains across 3 lines is 6 trains on 2 lines and 5 on the third, so it would only take a delay of about 15 minutes to stack that many trains up in consecutive blocks.
