During the final 12 months of a TOC franchise i seem to remember hearing that certain conditions have to be met to avoid an out going company causing problems for a potential new one.

One of these may have been that apart from through disciplinary procedures or the like a TOC is not permitted make staff redundant or alter the general employment terms & conditions.

I would be very grateful if anybody has any knowledge of the guidlines here.

Thanks.

know they are supposed to return stations to a reasonable state of repair hence why the only time central trains spent any money on stations in Lincolnshire was just before the handover to emt. I know that routine maintenance can't be defered so the fleet does not fall over as soon as the new franchise takes over. Again most of emts problems were down to the stored units.

Staff I guess changes will need to be approved by daft. I know ct handed over a lot of staffing issues but I doubt you would be able to offer silly payrises or lay staff off for the reasons you state. Not sure about staff but hardware must be handed over and be fit for purpose.
