I think your point about Par station hits the nail on the head, and Cornwall in general, Cornwall for years was a free for all as HST's stopping everywhere = guard no time to go through, lots of PF's are issued in Cornwall but very rarely do we hear about it, thats because the RPI's down that end will only issue 1 PF to someone, if a person has any previous PFN's when making the phone call then an MG11 is done!
There are I think 2 RPI's at Penzance who work that route and in most periods it's those two that get the most MG's and PF's!

Also to add, Par has been a PF station since 2007! although FGW didn't enforce them until April this year.
