Who would be responsible for maintaining this fence? It is entirerly attached to the bridge along its length...

I suggest it would help if you provided some information about where it is ... "Station Road" doesn't help much.

The bridge appears to have been recently reconstructed (raised parapets and the newer type of crash barrier), and notably the tarmac has been redone to exactly (or almost exactly) in line with where the pickets stop, and a fence at 90 degrees is visible in the hedge running parallel the railway line to meet the road at a perpendicular. So I suspect the railway's responsibility ends where the tarmac changes and the Fences join.

Yes, where the crash barrier starts is NR, wooden bit is HA

Overbridges are not so cut and dried. They can be the responsibility of either NR or the local authority, depending on the agreement in place.

Underbridges are a different matter and I do not know of any that NR do not own/maintain. (Stands by for incoming corrections)

Road over railway bridges may also be owned by other bodies. One not far from me is owned by the ministry of defence. And yes, it's for a public road over an operational main line.

Why do you want to know? I would suggest it might belong to whoever owns the property to the right as if you follow it, it wraps around into the grounds of station house (albeit at a lower level).

Agreed, although in my experience as a BR bridge engineer I did not actually encounter one.
