At a guess because FGW does not have an arrangement with SWT? Which is an entirely different situation to the OPs where FCC does have an arrangement with Southern... the clue being in your own words. Of course an appeal will win if their is no arrangement between the TOCs. It will fail if there is an arrangement between the TOCs.

I'm pretty sure that GW 'issued' Penalty Fare 'licences' state that FGW may collect PFs for SW.

I could be wrong - or it could have changed - or something.

Think you'll find it is true.

FGW RP staff do not issue P/F to SWT passengers and vice versa.

You should know as appeals are handled by different bodies. Who have informed us that if any person lodges an appeal as a result, they'll win.

For instance if someone travels from Didcot Parkway to Ascot (via Reading), SWT would only issue P/F from Reading. Why do you think that is then?

Again, source please?

It actually depends on the agreement(s) reached between the Tocs in question, and what is stated in their own Penalty fare schemes. Even then, individual Inspectors must be 'licensed' (for want of a better word) to issue Penalty fares for alternative operators.

Individual Toc (and Tyne/Wear Metro) Penalty fare schemes, as approved by the DfT, can be found here:
https://www.whatdotheyknow.com/request/penalty_fares_2

In these documents there is a section headed 'Arrangements with other operators.' For example with Capital Connect at Cambridge their staff will only charge Penalty fares to their own customers, but at Selhurst they will issue Penalty fares to Southern customers as well as their own. In any case, the exact arrangements will depend on the current agreements with operators and the status of the individual Inspectors as to whether they are authorised.

Assuming what you are saying here is true, for argument's sake, it is not the same as what you said earlier, is it?

Funny that, as my collectors pass did state I was authorised to collect penalty fares in behalf of FGW, SWT, FCC and Southern. Who handles the appeals should be irrelevant as the organisation who you would need to appeal to is on the back of the PFN. SWT and FGW have reciprocal arrangements to collect penalty fares, the schemes are the same and are governed both by the DfT, it's that the TOCs have decided to contract out the appeals process to separate bodies.
