Fare standardisation with Transmodel and NeTEx standard

It is now a legal requirement for bus operators in England to submit fares into the BODS (Bus Open Data Service), and NeTEx is the standard used.

Will the upcoming fare simplification in rail bring the same requirement as well, to create a multi-modal fare discovery and integration mechanism for national journey planning, like the work done by Entur in Norway (quoted below)?
