Maybe that is because twice as many trains stop at these other stations, apart from Dewsbury, where 3 times as many trains stop.

I would assume passengers are far more likely to wait for a train if they have a maximum of 29 minutes to wait rather than 59 as at Cottingley.

There is always a "chicken and egg" about these thinks. But presumably NT have a commercial decision to make and it cannot be a surprise when it goes this way.

I am not sure but I always get the impression the current mix of slow and fast trains along this route makes creating a decent timetable rather difficult. With NTP electrification and some of the improvements at Dewsbury etc maybe there can be a better service all round.
