The former probably.
I have another one: Hull - Leeds - York - Darlington - Durham - Newcastle - Edinburgh - Perth - Dundee - Aberdeen - Inverness
Would this be quicker than getting a direct Hull to York service and changing at York than having to go in to Leeds and reverse there?

Maybe? Birmingham to Norwich?

If services could have more carriages then could the existing service that terminates at Leicester be extended to Norwich which would also increase the frequency on the busy Leicester to Peterborough section, it could avoid Ely to try to keep the journey time down and a new local service could operate to all the local stations between Leicester and Birmingham.

Isn’t that going likely to go to West Midlands Franchise?

I think the plan for is for the local service to Leicester to eventually switch to West Midlands Railway which is why I suggested to have both XC services limited stop to Leicester which would then mean their could be 3tph from Birmingham to Leicester off-peak and with most Leicester passengers on the faster services there would be more capacity for the local stations on the slower service.
