Extra bus services in Leicester after concert

Arriva Midlands is operating extra late night buses on 21 June 2014, following the Kasabian concert in Victoria Park in Leicester to enable fans to get home by bus without having to miss the end of the show!
Details of late night services are shown below. London Road will be closed from Leicester Railway Station to Mayfield Road from approx. 9.30pm, so fans will need to go to the City Centre, Nelson Mandela Park or Welford Road/University Road, to the bus stops shown to catch these additional late buses which are timed to fit the end of the Concert.

How does this work with regards to licensing?
Think they've probably left it a bit late announcing this, as the tickets sold out months ago and people will have already made plans.
