Explanatory Notes To The Railways Act 1993

I am looking to access and view the explanatory notes (preferably online) to the Railways Act 1993. Due to the year of the bill, these are not available on legislation.gov.uk. I have no access to the parliapapers service through my local library.

What extra content would be in the explanatory notes?

legislation.gov.uk says that explanatory notes for Bills/Acts were introduced in 1999, which would seem to explain why you cannot find the notes for a 1993 Act.
