Exceptions to impartial selling

We all know (well most of us) that under the impartiality rules you can buy a Glasgow to Edinburgh ticket from Southampton if you wished, but are there any types of rail ticket that a TOC does not have to sell if it chooses not to - rangers or through rail shipping services for example?

I understand that if thier are two ticket offices in a station this does not apply, so if Hull trains opened one up at Kings Cross they would not need to be impartial to East Coast for tickets to Grantham.

Could be wrong of course.

I'm not sure where the requirements are posted, but they are somewhere on the internet. At ataffed booking offices, the lead retailer (generally the station operator) must have at least 50% (I think, the figure may be wrong) of its open booking windows available to sell any ticket impartially. Remaining ticket windows may sell only a restricted range of tickets as long as they are clearly marked as such.

The figure you're looking for clagmonster is 51%, thus there would need to be two sales points open before a restricted sales point could open.

For actual ticket sales, I think the only exceptions are local products that require specific ticket stock, like Network Railcards and some PTE products.

For example, Stalybridge won't be able to sell Network Railcards.

quick point on this. Is a guard employed by one company bound to sell another TOC's XYZ toc only tickets. E.G. would a National Express East Anglia guard on a Norwich to Cambridge service be able to/have to sell a Cambridge to London Kings Cross Super Off Peak Return (FCC only) if requested to do so?

I had someone ask for a 'FCC ONLY' one day travelcard from haywards heath the other saturday, she was mightily disappointed when i pointed out she needed to be travelling on a 'FCC' service for that to be available, luckily for her i was in a good mood and charged her an off peak ticket instead of anytime which the company will start to ask us to enforce rigidly onboard within the next few months

There are certain Oyster products I will not sell. As for normal tickets, I sell either the simplest, cheapest ticket for the customer's requirements, or whatever is requested of me, so long as I have the correct stock, know how to do it correctly, have seen the relevant supporting documents and don't suspect fraud.

<D the guard would probably sell you a Freedom of Devon and Cornwall rover for January next year if in the machine (and on commission) LOL :D

I wanted an oyster card with a travelcard on it and the guy suggested to have the paper travercard , i did want an oyster card tho .

You can't have a day travelcard on an oyster card, it just caps... but oyster catches most people out with the afternoon peak time, where as an off peak travelcard, this afternoon peak does not apply if it is an in-boundary travelcard... outboundary travelcards on the other hand may have additional TOC restrictions such as not being able to travel out of a london terminal say between 16:00 and 18:00 etc...

Whilst single fares on Oyster are charged at the peak rate between 1600 and 1900 on Mondays to Fridays, the cap rate remains at off-peak levels. In reality this means that you cap quicker in the afternoon peak unless you are not travelling far enough to reach the cap. Examples of a pair of 6-zone NR fares:

Both journeys in peak with at least one before 9.30am: £4.90+£4.90=£9.80 not capped
Both journeys in off-peak: £3.20+£3.20=£6.40 not capped
One journey off-peak the other in afternoon peak: £3.20+£4.90=£7.50 capped

My oyster site has more detail on peak rates and caps.

Some guards refuse to sell tickets for future/onward travel, unless you pay full Anytime fare! The reason given is management won't allow it, but I can't think what the real reason for the managers decision is.

Given the current understaffing of some Nat. Express EA ticket offices and barriers open more often than not (even Liverpool St. !) guards have to sell all sorts lately :roll:

This is swaying slightly off topic, but at Norwich end guards have recently been instructed to sell all tickets with railcards, to pax joining from Norwich, due to ticket office staff shortages.

There are certain "special offer" tickets which come about under a certain agreement which don't have to be sold at all locations (eg. Red Dot Day, Megatrain, Mobitix, etc)

The reason I ask is I recently wrote a letter to SWT asking them to provide the restrictions for a London to Calais ticket, and whether I could buy this at any of their ticket offices, in order to save some hassle at the station when buying.

SWT provided me with a nice helpful print out from the manual but also state in their letter “I regret however this is not a fare we sell through South West Trains.”

So the question really is can SWT refuse to sell this ticket?

Shipping links to other European countries require a control ticket to be issued, not all issueing systems can issue control tickets.
