EWS/ECR and the Class 66

With 58 of these now based in France and modified so to be, and no sign of a major reactivation of "classic traction" did EWS really have so much spare capacity or have they lost so much work they can afford to drop over 20% of their main fleet ?
The older (T-1) Class 66/0s are much in demand over the water due to their longer range than the newer (T-2 5door) version and will not apparently be returning even after the 60 new Locos are delivered to ECR.
Or is there a new order for UK coming up soon when DB get their feet fully under the table ? Possibly the first order for the new improved Super 66 (T3?) with the cleaned up ( environmentally acceptable) modified Class 59 power plant EMD 16-654 E3C T3. Seen as a short term answer by GM to the new GE locos on order for Freightliner.
