UK-France ElecLink secures grid connections, opts for merchant model

A 1GW electricity interconnector linking Britain and France through the Channel Tunnel has secured grid connection contracts with transmission system operators in both markets, the project's main developer told ICIS late on Tuesday.
ElecLink, first launched in 2011, has a planned commissioning date of late 2016, chief executive Angus Norman said. The project has moved on from the feasibility stage into the planning stage, he added.
The intention is to operate a merchant interconnector. "The project continues to have strong support from the shareholders and respective governments," Norman said.
The merchant option, which would be similar to the 1GW BritNed link between the UK and the Netherlands, leaves investors open to increased risk. The other standard option would be a regulated model, which tightly caps the profits and losses investors are exposed to, allowing for a more stable but potentially less lucrative revenue stream.
