Etiquette for queing at a bus stop with multiple buses

Yesterday there were no trams running from Croydon to New Addington. So the bus stop for the T33 and 64 had a huge queue. How does one decide where to join the queue? It seemed like most people where going on the 64 so if you wanted to get on the T33 would you ask the people in the queue and jump in front of them when it arrives?

If the 64 was due first and I was catching the T33 I would stand back until the 64 had gone.
