Not sure there is a definition for high speed.
There are the EU/UIC definitions (124 mph for upgraded existing lines, and 155 mph for new build), but they're not relevant here other than the limit of 125 for non-ETCS traffic. There are various other thresholds for different purposes, such as the "position of safety" being further back for 101+.
