1) When is ETCS in the Moorgate Tunnels due to go operational?
2) Does/could it enable bi-directional control if one of the lines was out of action?

1) Sorry no idea. The cl.717 stock has recently been trialled on the ETCS in the Thameslink core.
2) It is certainly possible to build in bi-di with ETCS. Just as with colour light signals, that capability involves extra complexity in configuring the interlocking, but at least there would be no extra signals in the difficult to access tunnels to maintain, although the modern LED units are not a huge liability in this respect.

ETCS = 'European Train Control System'? (Standardised replacement for legacy train protection systems).

Presumably this is on the Northern City line branching off the ECML at Finsbury Park and thence into Moorgate?

ECTS is due to be commissioned between Finsbury Park and Moorgate during second quarter 2022, according to an article March's Modern Railways. It's part of Tranche 1 of the ECML (south) ECTS programme.

Will this be inclusive of Finsbury Park? Because IIRC the existing Thameslink ETCS only starts within the Canal tunnels, rather than on the ECML.

Surely it will stop at Drayton Park (or just past the crossover) as a convenient changeover point? There's pointwork between there and Finsbury Park onto the other lines, and it would be simplest to contain it as much as possible.

Unless Kings Cross is being done at the same time of course.
