It may be development of the third track between Glasgow Central and Paisley Gilmour St, it was proposed as part of GARL, but will still go ahead despite GARL's cancellation.

As far as I know, the third line is now getting laid, as the engineering work is ongoing every Sunday for months. Paisley Canal services will be running on Sundays during this time.
