ENCTS reimbursement rates

Just noticed Cheshire East have made their ENCTS reimbursement rates public - 52.41% of the adult single fare in most cases (rounded down to nearest penny)

To put that in to prospective:

Knutsford to Wilmslow - adult single fare £3.50, adult return £5.00
Knutsford to Macclesfield - adult single fare £3.90, adult return £5.50

In the first case the operator would get £3.66 for a return trip made by an ENCTS holder and in the second case £4.08.

How does that level of reimbursement compare to the level of reimbursement provided by other councils?

I cannot see from that document where it says it is based on the adult single fare, it says adult average fare which is a fixed amount worked out in accordance with DfT guidance, and a calculator is also linked from the document below

Many locations provide a fixed reimbursement per journey, there is no need for the pass user to state their destination.

It's also hard to say what's reasonable as in some areas the adult single fare is the normal fare, whereas in others most farepayers will be travelling on much better value day or season tickets. The vast majority of bus journeys are day returns (into town and back the same day), and often a return or day ticket is only a tiny amount more than a single, and a season covering often very large areas only a couple of quid per day.

On buses tfl get reinbursed 0.70p a trip which is apparently the average fare across buses once the value of season tickets is divided , zip cards, oyster caps transfer tickets is counted, they also recieve money from councils for running special services that were designed for elderly amd disabled passengers. Even though some of those services have been subsumed into larger routes.

I believe the same level of reinbursement is used for tfl administered rail services.

It doesn't say anywhere what AAF means in the formula as the first row of the appendix talks about normal adult fare, I (probably wrongly) presumed that's what AAF meant.

Cheshire East do say they use the standard DfT formula but apparently Stagecoach Manchester withdrew Cheshire extensions of some their services because ENCTS reimbursement in Cheshire (where destinations are taken) is lower than in Greater Manchester (where destinations aren't taken), which is why I was wondering how it varied between areas.
