ENCTS passes - London

Often it is mentioned that elderly persons‘ bus passes do not work on TfL services. Indeed mine didn’t yesterday and I just showed it to the driver who did not seem at all interested!
Does this mean that TfL gets not a penny for carrying its country cousins elderly with passes on their buses?!

The driver should press a button that records the pass.

There are no arrangements under ENCTS to charge the issuing authority. Local authorities are responsible for reimbursing all journeys starting in their area although the London boroughs as whole have a non standard agreement with TfL.

It just manually records the pass. Where I live in East Yorkshire we sometimes find passes from other areas don't always scan as they should, I believe its due to a software issue with the machines and not a fault with the pass

Driver is meant to press a button to log the journey. However it's not our concern if they do or don't. It will make no difference if there was a ticket check. So once waved onto the bus sit down and forget about it.

The more annoying issue on London buses is when it is occasionally insisted that you tap a ENCTS pass on an oyster/contactless reader onto for an error message to appear.

Theoretically, the recoording of the pass should trigger a reimbursement, at whatever rate is agreed between the operator and the LTA. If the pass is not recorded, then no reimbursement is made. Since, in London, all revenue stays with TfL, then the operator couldn't care less!!

Again, in London, the scheme is administered by The London Councils (LC), a grouping of the London Boroughs that acts on behalf of the Boroughs in many ways, and in London receives ENCTS funding from the DfT (as does every LTA outside London). So in theory, the acceptance of the pass should trigger a reimbursement from the LC side to TfL. It therefore follows that TfL, in being unable to record an ENCTS pass, is not receiving income, and the LC are not paying TfL.

However, as the number of ENCTS passes from outside London being used for travel is miniscule in the grand scheme of things, and the current TfL machines were configured for Oyster, and not ITSO, it has been let drift. I daresay that the new TfL machines will be both ITSO and Oyster compliant.

And before the usual suspects bang on about incompatibility, the TfL machines are 2003-ish technology . . . Ticketer is 2015-ish technology. Life is awfully different now, isn't it !!
