I would think there is some variance in that 'rule' on a TOC-to-TOC basis. I've previously held a pass with the words 'non-PTS' that was not red.

The principle remains the same, that for a person to enter a cab without PTS requires a senior manager to accompany in order to satisfy the powers that be.

Again, not precisely. I did not need to be accompanied by a 'senior manager' - a PTS'd member of train crew (i.e. the driver) was sufficient. In the event of an occurrence where I was 'in the way', I would have simply moved into the saloon.
