Ely loops

Hi All, anyone know what the current state of play is on the Ely loop construction?
I thought they were due to be completed around February, but that's only going on previous media reports.

This reply to a written question in Hansard suggests the project may be on hold?

Felixstowe to Nuneaton rail freight enhancement (Ely Loops). (Network Rail surrendered title to this award when it discovered the project could not be undertaken to the original times scales or specification.)

I've just been reading about this project in a freight journal. Network Rail were given £3,000,000 to build these loops. That's a heap of money to build what is essentially a couple of joined up sidings.
