Electricity crisis restricts Hungarian rail operations

HUNGARY: The shutdown of Hungary’s only nuclear power plant due to drought has forced a cancellation of freight trains in the evening, while national operator MÁV is also to impose energy-saving measures.

Historically low water levels in the River Danube have caused a nationwide electricity crisis, as the nuclear plant supplies nearly half the country’s power needs. The evening freight train suspension entered into force on August 3. No freight trains will operate on the Hungarian network between 17.00 and 22.00, with some exceptions for what are deemed ‘essential services’, our sister publication RailFreight.com reports. Transport minister Dávid Vitézy noted this measure should save 70 to 90 MW daily. A similar restriction was applied in January to protect points and turnouts during heavy snowfall.

Energy saving​

MÁV implemented electricity use restrictions on July 31. Between 17.00 and 23.00 each day, electric locomotives must limit their current consumption during starting and accelerating to not exceed ‘75% of the nominal value’. The national railway said these temporary reductions are aimed at managing the load on the national electricity grid.

The national power deficit originates from the complete shutdown of the Paks Nuclear Power Plant, which with a capacity of approximately 2 000 MW, typically supplies nearly 40% of Hungary’s electricity. The facility relies on the Danube, the longest river in the EU, to cool essential components, but with river water levels now at a record low, the power station has been deactivated. There is no clear timeline for generation to restart.

A rather concerning state of affairs. Apparently neighbouring countries are having similar difficulties, so can't spare much power to help Hungary out. I wonder if there are similar plans at Network Rail in case a demand reduction were requested/demanded by NESO?

Cooling water availability is the major driver for the move of (thermal) power stations to the coast in the UK, and other coastal countries like the Netherlands. Unfortunately, that option is not available to Hungary.

It's an interesting thought. The UK does have a published emergency procedure for electricity supply which includes the procedure for instituting rolling blackouts (it's the source of the usual media screaming "BRITS COULD FACE BLACKOUTS OF AT LEAST THREE HOURS!!" headlines). But within that there is a procedure for designating protected sites which should keep their supply of electricity, railways are probably covered within that as a "Tier 2" protected site:

Relevant sites for which the loss of electricity causes or threatens to cause serious negative impact to public health, essential services or the security of the United Kingdom for an unacceptably prolonged period.

And are covered as a designated service:

Critical transport sites as agreed with the Department of Transport, such as: 
- Major airports and associated control facilities
- Significant railway operations
- Ports which have a national infrastructure significance

Though I wonder if there is quibble within "significant railway operations". The ECML and York ROC are probably significant railway operations but what about the Yorkshire Triangle towards Skipton/Bradford/Ilkley from Leeds? What about signal boxes on un-electrified railways?

It would be interesting to know what the plans might be!

The emergency code (from where my quote come) is here. And if you'd like to know when you'll lose power during a rolling blackout of varying severities (Level 18 means no-one gets any power whilst Level 1 means most people get power most of the time with just a few periods each week without electricity) you can scroll down to the Annexs 1 and 2 which have the relevant table. You can find your rota block by punching your postcode in here.

I believe outside of that emergency scheme however NESO does work with industry to try and reduce their demand at times of pressure on the grid but I suspect that Network Rail are probably excluded from those scenarios. It's probably not that easy for them to reduce their demand on the grid without negatively impacting the service quite significantly. Unlike say a chemical plant or smelter running at a low level of production for a few hours to keep their processes ticking over but just not making as much product as normal.
