From what I gather, the people working there seem to be of the understanding that it now is.

It may be a case of semantics? Given that the original IECC interface is being replaced, so it can’t truthfully claim to be “Tyneside IECC” any more.
In addition to the earlier discussion just found an FOI response from NR confirming that Tyneside ROC is definitely to be a long term facility. The same FOI request had a supplementary question about which other boxes would be recontrolled to Tyneside, and they wouldn’t answer that on the basis it was work in progress, but there’s quite a few obvious places, not least the resignalled Blyth and Tyne…
