Ebbsfleet bridge to nowhere?

About 200 yards off the country end of Ebbsfleet HS1 platforms there is a bridge like concrete structure that spans all of the tracks.

It looks like a bridge but isn’t connected to any roads.
Does anyone know what purpose it serves or are there plans for it to become a bridge in some future road scheme?
Just curious that’s all.

Pretty much all of the infrastructure around the station was designed with that in mind.
If you're ever around the station, there's a big architectural model showing how it's all supposedly going to look.
