Earley to Reading track inspection

For I think the third time in as many weeks the Reading line is blocked between Earley and Reading for a 'track inspection'. There seems total chaos this morning with most of the trains Bracknell and beyond cancelled. Any idea what this is about? Compounded with a police investigation between Staines and Windsor which it seems won't be completed until 4pm. Not a good day for SWR.

Unsurprisingly it has also stuffed the North Downs, though trains now seem to be getting through. RTT shows 1V40 from Gatwick, due at Reading at 0957, arrived 131m late at 1208. The 1154 from Reading seems to have been the first heading east, leaving 20m late. One or more services turned short at Wokingham.
