...and such good English too! Maybe they thought the findings were of interest internationally. Or maybe there's a Dutch version as well.

How does it come that the NS his reports in t English spends?

You possibly mean Hoe kom het rapport is in het Engels?

Most EU Railway reports are also published in English as well as the native language, as English is the recognised international business language.

In the case of the Netherlands, the report is first published in Dutch and the subsequently translated to English

The Dutch reports are far more open in their criticism of circumstances than would be the case in the UK, and I think better for it.
