Durham & Washington Parkway stations?

I found this TPE map from Summer 2004. If you look at the line near Durham, there's apparently a bypass line with stations at Durham Parkway & Washington Parkway. Since all the other grey lines are railway lines, I was wondering if this was a railway line. If anybody else knows about these stations, please let me know.

It is most likely a proposed use of the Leamside line, which is regularly put forward for various service proposals.

The line has not seen trains for decades and track has been removed, some through theft.
