I can see this being more ex DB locos, particularly since a number of the EWS / ECR locos appear to have been repatriated recently.

In summary

That looks like a mandatory process that should lead to renewal of the existing Class 66/4 and 66/3 fleets that they have as the quantities are the same. I assume it’s just a government requirement to tender.

Other than the "contract required" 57/3s it will help eliminate remaining heritage locos on the books without relying on 68s being freed up off anything as well as offering contingency.
