There must be some commodities inland that the Chinese want -- it's well within their modus operandi to pay for infrastructure enhancements in Africa when metal or mineral wealth is at stake. I wouldn't be surprised if Chinese corps already own the big mines or processing plants out there, and I would be very surprised if these newly regenerated railways go anywhere other than between the chinese mines and the ports.
