Door at Battersea Park marked "C.S & T.E. Dept"

At the South end of Battersea Park station there is a door marked C.S & T.E. Dept Private.
Can anyone tell me what the letters stad for, please? Many thanks

Could it be Chief Signalling & Telephones Engineer‘s Dept. (Or Telegraph or Telecommunications, depending on date.)
