Does TfW delay repay apply if unable to board?

Does Transport for Wales delay repay apply if a train is so busy you are unable to board?

On their online delay repay form there is a "too busy to board" option followed by the words "advance ticket only." I have selected this and submitted a claim.

I was using a combination of an Anytime Day Single and Advance Single so will see what comes back.

I see no reason why it would be limited to Advance tickets. If you’re unable to board your intended train, you are delayed regardless of your ticket type.
