Does Restriction code 'TO' allow break of journey?

I have a return SVR with this restriction code, which mentions nothing about breaks of journey.

Is it valid for a break of journey on the outward leg?

The ticket is York - Manchester; I was considering stopping for a coffee with family on the way, as it seems the Mk5s won't be in passenger service yet, so there's no particular advantage in getting an early train.

(As an aside, if BOJ was not allowed, you'd still be allowed to have a coffee within a station!)
