Dodgy expansion joint?

Took this at Woburn Sands earlier (sorry, forgot to post it sooner), it shows a welded rail expansion joint which looks to have dipped somewhat - is it still safe like that or should it be reported (if so how?)

It's less the gap (which I believe is normal when the rails are cool) than that one side of it seems to point down from the railhead - or is that normal? I don't usually spend hours staring at expansion joints but it's directly opposite the bench!

Looks ok to me, and the chalk marks suggest it is being monitored.
