In principle, Chiltern pays? Which seems, to a layman, a bit rough on them? Will GWR will be collecting massive delay attribution from Network Rail? Can Chiltern?
Delay attribution has nothing to do with Delay Repay, so irrelevant in this context.

I'm not as confident as previous posters the answer is that clear cut, especially so in your case. I am inclined to believe this one is GWR's responsibility.
