Is there much that an individual company can change on the DLR contract, compared to National Rail franchises?

Slightly surprised Serco lost, they seem to have done decent enough job, but then it seems a pretty easy railway to run.

Yes it is been ask TFL contract but it is fail contract for DLR.

Why can't TfL run it themselves? Is it right that we have foreign state owned companies running our public services (bearing in mind that Keolis are owned by SNCF)?
